Turkey Issues Final Affirmative Safeguard Measure on Imports of Polyethylene Terephthalate (PET) Resin

On July 11, 2026, the Ministry of Trade of Türkiye issued Announcement No. 2026/4, announcing its final determination in the safeguard investigation concerning imported Polyethylene Terephthalate (PET) resin with an intrinsic viscosity of 78 ml/g or higher.

The Turkish authorities made an affirmative final determination and proposed the implementation of a safeguard duty on the imported PET resin for a period of three years. The proposed safeguard measures are as follows:


  • July 19, 2026 – December 30, 2026: USD 120/MT
  • December 31, 2026 – December 30, 2027: USD 115/MT
  • December 31, 2027 – December 30, 2028: USD 110/MT


The measure applies to PET resin products classified under Turkish HS Code 3907.61.00.00.00 (PET with a viscosity number of 78 ml/g or above).


The implementation of the safeguard duty will be subject to the issuance of the relevant Presidential Decree by the Turkish government.


The safeguard investigation was initially launched by Türkiye on December 31, 2025, following concerns regarding the impact of increased PET resin imports on the domestic industry.


As Türkiye is an important market for bottle-grade PET resin, the implementation of this safeguard measure may affect import costs, supply chain arrangements, and purchasing strategies for PET buyers in the region. Market participants are advised to closely monitor the final implementation details and adjust their procurement plans accordingly.
