Malaysia Imposes Anti-Dumping Duties on PET Resin Imports from China and Indonesia

2025-05-07
On May 7, 2025, the Ministry of Investment, Trade and Industry (MITI) of Malaysia officially announced the imposition of definitive anti-dumping duties on imports of polyethylene terephthalate (PET) resin originating from China and Indonesia.

According to the announcement, the anti-dumping investigation—initiated on August 9, 2024—determined that certain PET products had been imported into the Malaysian market at prices lower than those in their domestic markets, resulting in material injury to Malaysia's local PET industry.

Based on the final findings, the following duty rates have been applied:

  • China: between 2.29% and 11.74% depending on the exporter;
  • Indonesia: a fixed rate of 37.44%.

The duties will be enforced by the Royal Malaysian Customs Department for a five-year period, from May 7, 2025, to May 6, 2030.

MITI stated that the measure aims to ensure fair trade practices and provide relief to the domestic PET sector. Interested stakeholders may request the non-confidential version of the final determination report by submitting a formal application to the ministry.
