UAE Launches EPR Pilot Program for Packaging and Electronics in Dubai and Abu Dhabi

The United Arab Emirates has taken a significant step toward sustainable waste management by launching a six-month Extended Producer Responsibility (EPR) pilot program in Dubai and Abu Dhabi. The initiative is a collaborative effort between the Ministry of Climate Change and Environment (MOCCAE) and Tadweer Group, Abu Dhabi's waste management authority.

Under the Memorandum of Understanding (MoU) signed by both parties, the pilot program will cover packaging, electrical and electronic equipment, and batteries. Tadweer will serve as the Producer Responsibility Organisation (PRO), overseeing implementation and coordination.


The pilot aims to strengthen regulatory readiness ahead of the UAE's national EPR framework rollout scheduled for 2026, as outlined in the country's Integrated Waste Management Agenda 2023–2026. Key objectives include evaluating monitoring requirements, identifying critical influencing factors, and capturing lessons learned during the trial period.


A total of 26 companies have joined the EPR Pilot Project Pledge, including global and regional leaders such as Samsung, Tetra Pak, CANPACK, Carrefour, Bee'ah Group, Veolia, Tomra, and Ecyclex. These signatories have committed to raising public awareness, encouraging consumer participation in waste segregation, and facilitating access to designated collection points.


Participants also pledged to allocate resources and infrastructure to support efficient, environmentally responsible waste collection and logistics.


“This will play a key role in the waste journey, by holding manufacturers accountable for their role in waste creation,” said Tadweer Group CEO Ali Al Dhaheri. “By piloting an EPR model, we are laying the foundation for a more accountable and resource-efficient waste management system. In addition, we will explore invaluable learnings that will inform future strategies focused on EPR, ensuring a seamless transition to a model that benefits the environment, businesses, and our community.”
