South Africa Launches New Anti-Dumping Investigation Against PET Products from Egypt, Oman and Chinese Mainland

2026-09-24
On September 18, 2026, the International Trade Administration Commission of South Africa (ITAC), acting on behalf of the Southern African Customs Union (SACU), formally launched a new anti-dumping investigation on polyethylene terephthalate (PET) resin originating in or imported from Egypt, Oman and the Chinese mainland.

The investigation was filed by Safripol, a subsidiary of South African enterprise Kap Diversified Industrial. Notably, the investigation targeting the Chinese mainland is limited exclusively to products manufactured by enterprises under Jiangsu Sanfame Group.

This marks a fresh round of trade remedy action against PET imports, following South Africa's prior anti-dumping measures targeting Chinese PET resin.

The original anti-dumping order was issued in May 2020 with differentiated duty rates for various Chinese PET manufacturers: Zhejiang Wankai New Materials applied a rate of 28.26%, Far Eastern Industries (Shanghai) Ltd at 26.40%, while Jiangyin Xingyu, Jiangyin Xingtai and Jiangsu Xingye Plastic obtained separate individual rates. All other Chinese mainland PET producers were subject to the blanket rate of 28.89%. The original five-year measure was scheduled to expire in May 2025. ITAC subsequently conducted a sunset review and issued a final ruling in April 2025, confirming that revocation of the duties would likely lead to continued dumping and material injury to the SACU domestic industry, and decided to extend the anti-dumping duties on Chinese PET resin.

The targeted product tariff codes for this new investigation are 3907.61.10, 3907.61.90, 3907.69.10 and 3907.69.90.

The dumping investigation period is defined from March 1, 2025 to February 28, 2026, while the industrial injury investigation period covers March 1, 2023 to February 28, 2026.
