Malaysia Launches Anti-Dumping Investigation on PET Imports from China and Indonesia

The Malaysian government has initiated an anti-dumping duty investigation on polyethylene terephthalate (PET) imports originating from China and Indonesia, as announced by the Ministry of Investment, Trade and Industry (MITI).

The investigation stems from a petition submitted by Recron (M) Sdn Bhd, a domestic PET producer, which alleged that PET imports from China and Indonesia were being sold in Malaysia at prices significantly lower than their domestic prices in the countries of origin. Recron claimed that this dumping practice has led to a substantial increase in import volumes, causing material harm to the local industry.


MITI confirmed that the government has reviewed and considered the information and evidence presented in the petition, which details the dumping activities, the resulting injury to the domestic industry, and the causal link between the two.


The ministry will make a preliminary determination within 120 days from the investigation's initiation date. Should the findings support the allegations, the government will impose provisional anti-dumping duties to prevent further harm to the local industry.


As part of the investigation, MITI will issue questionnaires and relevant documents to key stakeholders, including domestic producers, foreign exporters/producers from China and Indonesia, importers, and the governments of China and Indonesia. Other interested parties who wish to participate in the investigation must request the questionnaires from MITI in writing by August 23, 2024.


The Malaysian market's growing demand for PET resin has been significantly supported by China, one of the key suppliers, playing a crucial role in meeting this demand. Until the investigation results and any potential anti-dumping measures are finalized, trade relations and exchanges will remain unaffected.
