Environment Minister Hanif Faisol Nurofiq announced that the government will upgrade the Extended Producer Responsibility (EPR) scheme—currently voluntary—into a compulsory requirement for all companies using plastic packaging.
“We are strict about reusing and recycling. Manufacturers must take greater responsibility for the waste their products generate, especially single-use plastics that are harmful and difficult to decompose,” Nurofiq stated. He also highlighted that Indonesia has banned plastic scrap imports since January 1, 2025.
The policy forms a key pillar of the 2025–2029 National Medium-Term Development Plan (RPJMN), aiming to meet national waste management targets by 2029. Alongside mandatory recycling, the ministry is preparing waste-to-energy initiatives in regions generating over 1,000 tons of daily waste, though Nurofiq stressed this should remain a last-resort option due to high costs and technical challenges.
“This is a firm commitment—no exceptions for plastic. The President has requested full implementation by 2029, and we are building the foundation now,” he said.
