Wankai Sole Recipient of Zero Duty in Mexico's PET Resin Anti-Dumping Decision

May 29, 2025 - Mexico issues final ruling on anti-dumping investigation against Chinese polyethylene terephthalate (PET) resin, granting Wankai New Materials Co., Ltd. a historic 0% tariff rate. This marks a historic milestone - the first time a Chinese company obtained 0% duty in Mexico's anti-dumping investigationon!

Background: Trade Growth Meets Policy Challenges

China's PET resin exports to Mexico have shown consistent growth in recent years, maintaining stable volumes exceeding 120,000 metric tons annually in both 2022 and 2023. Mexico has become one of China's top ten PET export destinations and the largest PET importer in Central and South America. 


As one of the industry leaders, Wankai has seen its export share to Mexico increase year-over-year. In 2023, Wankai participated as the sole Chinese PET manufacturer at PLASTIMAGEN MEXICO, the International Plastic and Rubber Industry Exhibition, achieving significant market expansion results.  


However, on January 29, 2024, Mexico's Ministry of Economy, responding to domestic industry petitions, initiated an anti-dumping investigation into PET resin originating from China with an intrinsic viscosity ≥0.60 dl/g (HS codes: 3907.61.01 and 3907.69.99). In August 2024, preliminary findings imposed provisional anti-dumping duties of 34%-63% on Chinese manufacturers, with Wankai's affiliate Chongqing Wankai facing 37% and Wankai itself subject to 56%, creating immediate pressure on export prospects.  


Final Ruling: Historic Breakthrough with Zero-Tariff Rate  

After 16 months of investigation, Mexico's investigating authority announced its final determination on May 29, 2025: Wankai and Chongqing Wankai received a 0% anti-dumping duty rate - the only Chinese enterprises granted this zero-tariff status, while other Chinese manufacturers face final rates ranging from 40% to 260%. This marks the first time a Chinese company has obtained a zero-duty rate in Mexico's anti-dumping cases against Chinese products.
